In Windows Explorer, what does it mean if a file's name and information shows up in blue instead of black text?

Googled:

"Blue files are compressed files. They got that way when you ran the
disk cleanup utility and choose to compress old or rarely used files."

You change this by right clicking the file and changing it in the advanced properties.
