I like your selection, Cowboyninja, but I don't think Mike Portnoy's drumming style would coincide well with Dave Mustaine's guitar playing, especially if Dave is playing rhythm in your band. Mike plays time signatures all over the place, while Dave Mustaine is a straight up speed metal guitarist. Yeah, its possible (like Dillinger Escape Plan). However, each metal sub-genre relies on two different musical aspects (power vs. technicality), so I don't think they'd work very well.

Dave Mustaine isn't just a straight up speed metal guitarist and to say that shows that you don't know that much about Megadeth, that band's pretty damned technical. Not to the point of DT but technical none the less. Also I've decided it would be wiser for both guitarist to share the lead and rythm roles.
Take for example Megadeth's "Rust In Peace" album and listen to the solo in "Tornado of Souls", listen to "Hangar 18" and "Holy Wars...The Punishment Due" and tell me that there is no technicallity in Dave's playing and writing and it'll be evident you lost your mind. And since Dave Mustaine and David Ellefson have played together they obviously mesh. Along with Zakk another technical player who can write beefy, good riffs.
As for Portnoy, just because he can play in a ridiculous time sig doesn't mean that's the only thing he does nor does it mean he can't play anything else. He's an excellent drummer, he's enormously skilled and no matter what sig he's in he's golden. I think he'd mesh perfectly with Dave.
As for your choices, well Andy LaRoque doesn't play in the down tuned style that any of the other bands do. Shadows Fall heavily relies on a less melodic and a more heavy/brutal sound then Diamond guitarist LaRoque and Tankian's melodic voice would be drowned out by the double bass. Bassist's are rather versatile so I think Newstead could adapt and I don't know anything Rammstien besides the album Rammstien so I cannot juge that fairly but they have an industrial sound which clashes with everyone else on the list.
